CCCVAN Drone Education & Events — Program Partner Candidate
Program Owner Status: Hold / Pending Confirmation
Chinese Cultural Centre of Greater Vancouver / 大溫哥華中華文化中心 has been identified as the Program Owner candidate for CCCVAN Case 01. Formal authorization has not yet been confirmed. This page remains a WSI/CES Community Intelligence Education & Training Programs demo and review case only.
This hold does not change the public learning/demo value of the site. It means no external partnership approval, fundraising authorization, drone operation approval, youth flight training approval, certification delivery, CIMS partner access, verified SDG impact, ROI claim, or SROI claim is being made.

Roles
Each party's role is bounded and non-overlapping. WSI/CES holds governance and evidence; Chinese Cultural Centre of Greater Vancouver (CCC) holds community and program ownership; Martin Yeung is the channel lead and proposal contact, not the owner; the technical/operator role holds drone, curriculum, and safety delivery.
Governance, evidence trail, internal Community Intelligence tracking, AI governance boundary. No operational, financial, or certifying role.

Program Scope
The CCCVAN Drone Education & Events Program is currently a curriculum, awareness, and event-concept program only. Outdoor flight operations, advertised event flights, drone shows, youth flight training, and public demonstrations are not approved at this stage. Any future operational activity requires qualified operators, venue permission, airspace review, insurance review, privacy safeguards, and applicable Transport Canada / NAV CANADA / municipal approvals.
Benchmark Reference
CCCVAN is curriculum-first. It can help learners understand career pathways, but does not replace academic degrees, Transport Canada certification, commercial flight reviews, or qualified operator training.
Review Package
The following draft artifacts are provided to support review of the CCCVAN Drone Education & Events Program as a WSI/CES Community Intelligence Program Partner Candidate. These files are draft review materials only and do not represent program approval.
WSI/CES Community Cloud
These are separate, already-live WSI/CES Community Cloud programs — not a registration path for the CCCVAN drone program itself, which remains a pre_gate_0 governance sandbox candidate.
This page is a public demonstration of the WSI/CES Community Intelligence rendering model. It is not a program approval, fundraising authorization, drone-operation approval, youth-training approval, CIMS partner access grant, or verified SDG impact claim.
cccuav.milescom.org is an authorized managed-domain access point for the same CCCVAN public service delivered through cccvan.timebank.tw. Martin Yeung is the milescom.org domain owner/client; KCE / WSI-CES provides delegated technical and DNS management for this access point.
